Been to LA a couple of times, ladt time in Feb. Heading out there at the end of the month. As it happens I was researching the very same thing. There are a couple of track day people around but I didn't find anybody doing bike and gear also. You CAN hire bikes in the LA area though - sports and cruisers.
I am looking at hiring a bike in the LA area, not decided to go the chopper route (Honda Fury) or hire a sportsbike and hit the "Angeles Crest Highway" (check it out on youtube ! looks awesome) There are a few people doing sportsbikes, a quick google search revelas them all. Looking at $150 - $200 per day.
CRITICAL Is that you arrange seperate sports/high risk medical insurance, otherwise you will be re-mortgaging your house in order to pay medical bill if you are unlucky enough to have an accident. This is no joke in America, you absolutely MUST do it.
For tracks in California check out
Button Willow
Thunderhill
Willow Springs
Streets of Willow
Laguna Seca (of course)
+ more, get google working for you

As for cool things to do in LA.... mmmm. It's not my favourite city, full of homeless bums. When I rent a car with Hertz I get one with the Sat Nav. It has a good menu where it will take you to all the famous places such as Rodeo Drive, Sunset Blvd, Hollywood etc etc. Never done a night out there so can't comment. I think it is one of these cities where you need to know where to go. P.S. Venice beach is a fucking dump. Santa Monica isn't much better.
